Midwives, who perform medical and emergency care on pregnant women, have gained a reputation for being unqualified, and some have complained of being forced to take on too much onerous tasks.
Midwives have also been under scrutiny for working for companies that make health care products.
On Thursday, the Department of Labor announced a new rule that would require midwives to undergo training in health care delivery.
The department also announced a requirement that midwives report all complaints of sexual harassment to the department.
The new rules also require midwifery clinics to adopt new policies that will prohibit employees from engaging in any form of sexual misconduct.
